The story follows U.S. Navy Intelligence officer Alan Craik, who is growing tired of a desk job at the Pentagon after returning from sea duty. His best friend, a CIA agent named Harry O'Neill, is kidnapped in Central Africa just as the region (specifically Rwanda and Zaire) is about to be engulfed in extreme violence and ethnic conflict. Craik, determined to rescue his friend, flies out to join a U.S. fleet off the African coast to launch a rescue mission.
